Fife Council updates process for submitting planning representation

Fife Council is introducing changes to the way representations on planning applications are submitted to help ensure comments can be processed accurately, efficiently and transparently.

From 1 November 2026, comments on planning applications should be submitted through the council's online planning portal or by letter. The council will no longer accept representations submitted by email.

Head of Planning, Pam Ewen explained: "The change affects only the method of submission and does not alter the public's right to comment on, support or object to planning applications. All valid representations received through the planning portal or by letter will continue to be considered as part of the planning process in accordance with statutory procedures.

"The Council already provides a robust and secure digital solution for the submission of representations through the online planning portal. The portal is designed specifically for the planning process, ensuring that comments are linked directly to the correct application and recorded accurately. Unlike email submissions, representations received through the portal are recorded without additional manual processing, helping to reduce duplication, eliminate the potential for errors and ensuring comments are handled consistently. The portal also provides important information for anyone making a submission and prevents submissions being made from unsolicited or unverified email addresses."

A postal option will remain available for customers who are unable to access online services.

The changes will help streamline administration while maintaining a transparent and accessible process for anyone wishing to comment on planning applications. The changes will have no impact on the increased use of AI, which will still be able to assist users in composing their representation.

Information about the new arrangements will be published on the council's website and shared through council communication channels ahead of their introduction.
